the higher the number the longer the hair
its for a buzz cut, a 0 is basically a razor shave, a 1 is about 1/8th of an inch, a 2 is a 1/4th of an inch long etc.
Ask your barber before he cuts your hair and he'll explain it.

I get mine done 4 / 8
thats 1/2 inch (4) on the back and 1 inch (8) on top
